SAMUEL SALES SARAIVA is a Brazilian-born American citizen who has created projects, studies, and proposals focused on social demands and environmental preservation.
As a journalist, he was accredited by the New York State Police Department (NYPD) in 1992. He served as a member of the National Press Club (NPB) and the National Association of Hispanic Journalists (NAJH) in Washington, D.C.
The son of Lt. Jairo de Freitas Saraiva, a World War II veteran and dentist Adamar de Paiva Sales Saraiva, he was born in Porto Velho, the capital of the then-federal territory of Rondônia, in the early 1960s, a golden age for the Brazilian Amazon. At that time, the springs and rainforests had not yet suffered the devastating, irrational, and criminal attacks we witness today.
He walked on the damp mornings of his childhood along the tracks of the legendary Madeira Mamoré Railroad (EFMM), before the silent presence of the old clock in the tower of the Central Building, and experienced the origins of a city founded by the pioneering work of North American entrepreneurs and served by the work of thousands of Caribbean pioneers and immigrants who perished during the construction of the legendary railroad.
From the North to the South of Brazil
After graduating from high school, young Samuel Sales Saraiva cycled the 3,600 kilometers that separate the Western Amazon from the extreme south of Brazil, passing through the cities of Porto Velho and Porto Alegre. He carried a message of integration signed by Gov. Colonel João Carlos Marques Henriques, of the territory of Rondônia, and delivered by Saraiva to Gov. Euclides Triches of Rio Grande do Sul.
The grueling journey took 45 days on inhospitable roads and in varied weather conditions.
Described by Sen. Leite Chaves (MDB-PR) from Paraíba, chairman of the Agriculture Committee of the Federal Senate, in the Chamber of Deputies as follows.
“Vocations are like waters that spring from the top of mountains: despite the obstacles, they tend to reach their destination, and Samuel Saraiva is no different.”
Time in Mexico
Upon graduating from high school, Samuel Saraiva bid farewell to Gaucho University of Secondary Students and departed for Brasília, pursuing his dream of studying archaeology.
Impressed by his determination, Sen. Adalberto Senna of the neighboring state of Acre granted him a plane ticket to Mexico. When he arrived in that stunning country, Saraiva learned that he could not begin his studies due to restrictions imposed on foreigners by local law.
So, he chose to study International Relations, enrolling in the Faculty of Political and Social Sciences at the National Autonomous University of Mexico.
Brazilian Ambassador Lauro Escorel de Moraes, at the request of Col. Carlos Augusto Godoy, granted Saraiva a position at the embassy under a local contract regime, working in the Cultural Sector, headed by the third secretary and current Ambassador Cesário Melantonio Neto.
His higher education and experience with people from ancestral cultures helped shape his understanding of Latin American political reality.
Participation in Brazilian Politics
Saraiva returned to Brazil in 1980, inspired by socialist idealism, shortly after the demise of the country’s dominant two-party system, ARENA-MDB. I have no idea what that stands for.
He joined the political group that he believed best represented the people’s aspirations. After being approved by 12 federal representatives, he was appointed by engineer Leonel de Moura Brizola to represent the Brazilian Labor Party in Rondônia, his home state, following a bitter legal battle that resulted in the loss of the PTB acronym, which designated the group of former Pres. Getúlio Vargas’ niece, Ivete.
Saraiva presided over the Democratic Labor Party, coordinating the work of his colleagues: lawyer Antônio Osman de Sá, engineer Flodoaldo Pontes Pinto, and physician Kurt Itamar Kettenhuber, among other idealists. Today, Saraiva’s work is part of the historical archives of the Superior Electoral Court, based in Brasília, Federal District.
The first political action that reflected Saraiva’s humanitarian vocation was the creation of the Solidarity Committee to assist Bolivian refugees, who had entered Rondônia after fleeing the bloody military dictatorship imposed by Gen. García Meza.
Also in 1981, in a small room in the Feitosa Building in Porto Velho, he met with then-union leader Luiz Inácio Lula da Silva and other regional members. They discussed strategies for forming an opposition front to win the presidency of the Republic of Brazil, believing it would promote democratic and social transformations demanded by the majority of the Brazilian population and the vision of the opposition parties to the political-military regime established in 1964.
Later, after declining an invitation from Col. Jorge Texeira de Oliveira, the governor of Rondônia, to join the PDS and run for federal deputy, he considered the partisan political landscape, and instead accepted an invitation from the legendary federal deputy, Jerônimo García de Santana, regional president of the Brazilian Democratic Movement Party, to join that party.
On Oct. 2, 1980, that decision was reported by Rio de Janeiro’s Journal do Brasil. Saraiva was received at a plenary session of the National Congress, attended by prominent Brazilian parliamentarians that included Paulo Brossard (PMDB-RS), José Richa (PMDB-PR), Humberto Lucena (PMDB-PB), Ulysses Guimarães (PMDB-SP), and Max Mauro (PMSB-ES).
A few months later, the new party held its first National Convention, where Saraiva’s motion was approved in plenary, institutionalizing the party’s National Youth Movement, with its own program and statutes, as published by Correio Brasiliense on July 12, 1980.
Two years later, he was sworn in as an Alternate Federal Deputy by the Regional Electoral Court of the newly created state of Rondônia and had his name included in the biographical book of Brazilian Deputies of the 47th Legislature.
While in Brazil, in addition to his political activity, he held several positions in the National Congress. Saraiva was a member of the PMDB leadership cabinet (led by Federal Deputy Odacir Klein-RS), a consultant at the Institute of Advisory and Research, a parliamentary advisor to several federal deputies, and a parliamentary advisor to the National Congress of the governments of the state of Rondônia in 1986 during Angelo Angelin’s administration and to the state of Espírito Santo in 1988, during Max Mauro’s administration.
Saraiva’s legacy in the Brazilian National Congress
Among the dozens of speeches kept in the National Congress’s historical archives are those delivered by members of parliament from various ideological persuasions regarding Saraiva’s political and partisan activities. Among them is the speech by Sen. Carlos Alberto de Sousa, leader of the PTB (People’s Party), published in the Official Gazette of the Federal Senate on March 19, 1985 (Section II, page 267). This was when Saraiva was studying Diplomatic Law at the University of Brasília (UnB), which was taught by Professor and Ambassador J.O. de Meira Penna.
Saraiva also received memorable mentions from professors at the renowned Rio Branco Institute who trained Brazilian diplomats. Those included Joanílio Teixeira, Lytton Guimarães, David Fleischer, Eitti Sato, Francisco Resek, Eiiti Sato, Márcio Moreira Alves, and Father José Brandi Aleixo.

Representative Mário Frota (PMDB-AM): Congratulated Samuel Saraiva and attorney Álcio Luís Pessoa on their decision to file a writ of mandamus with the Federal Supreme Court (STF) against the decision of the Board of Directors of the Chamber of Deputies, which provided for the appointment of the first Governor of the new State of Rondônia [Plenary, DCN 10/08/1981].
Frota also registered the writ of mandamus filed against the Board of Directors of the Chamber of Deputies, seeking to prevent the vote on Article 6 of the Complementary Bill, which created the State of Rondônia; however, this deprived the people of the right to elect their first Governor [Plenary, DCN 10/20/1981].
Representative Gilson de Barros (PMDB-MT): Commented on the restriction on the criteria established for the election of the first governor. On that occasion, the Deputy transcribed the Manifesto of the Party’s Youth Movement, supporting Saraiva’s candidacy for the Federal Chamber. [Plenary, DCN 12/21/1981].

Alvaro expressed support for the proposal that Saraiva submitted to the Minister of the Environment, which would require public credit institutions to require borrowers to participate in courses and obtain certifications on the importance of environmental preservation, as well as on the penalties provided for by law for environmental crimes.
He highlighted that Saraiva also suggested that the federal government consider the viability of the proposal with financial institutions and, in a future review of the Green Protocol, implement it based on the self-regulation instruments existing in the sector, aiming to promote socio-environmental commitment in the financial sector [Plenary, DSF 04/14/2021].

Journalism Career
In the United States, the country that generously granted him citizenship, Saraiva began his journalistic career in 1992, accredited by the New York State Police Department, writing for a community magazine.
After moving to Washington, D.C. in 1994, he joined the National Press Club (NPB) and the National Association of Hispanic Journalists (NAHJ). He later accepted an invitation from journalist Carlos Sperança, president of the Rondônia chapter of the Brazilian Journalists’ Union, to serve as a correspondent in the U.S. for the magazine “Momento Brasil” and the websites “Gente de Opinião” and “Rondônia Web”.
In October 2000, shortly after launching the US Latin Magazine as editor, in collaboration with former US Ambassador John Kean, Saraiva participated, at the invitation of the White House during the Clinton administration, in a conference on the theme “The Growing Importance of the Americas and the Growth of the Latino Population in the United States.”
In Defense of the Amazon
While serving in the legislature, Saraiva mentored several bills. One of the most notable was the “Transfrontier Bill,” a prologue authored by Sen. Francisco Leite Chaves and approved by the Brazilian Executive Branch. The bill was intended to negotiate a common border with Amazonian countries to conclude agreements for the construction of an international highway that would connect their respective road systems. The influential Jornal de Brasília highlighted the draft bill on July 4, 1986.
The importance of the proposal, as well as its technical opinions, issued by representative sectors of society, ministries, and thematic committees of the Brazilian Parliament, resulted in the publication of two books:
The first, “Transfrontera,” the name of the bill; the second, “Amazônia: Integration, Preservation, Development, and Security,” with a prologue by Ambassador J.O. de Meira Penna.
The books were published in Portuguese, English, and Spanish, jointly produced by the Chamber of Deputies, the Federal Senate, and the Latin American Parliament. They were also registered with the copyright office and included in the collections of the National Library, the Ministry of Foreign Affairs, the Federal Senate, the Chamber of Deputies, and the Library of Congress.
“Transfrontera” preceded the so-called “Calha Norte project,” conceived during the José Sarney administration and later intended to protect the Northern Region of Brazil. The proposal was presented in the plenary session in the 1980s by Reps. José Guedes (PSDB-RO), Assis Canuto (PFL-RO), and Raquel Cândido (PDT-RO). It received a favorable opinion and approval from all the Thematic Committees where it was considered. Subsequently, Dep. Nilton Capixaba (PTB-RO) re-presented it (Bill No. 5,341, 2013). The Calha Norte Project provided for the military occupation (subordinate to the Brazilian Ministry of Defense) of a strip of national territory north of the Solimões and Amazon rivers.
The matter is accompanied by important favorable technical opinions, such as that of the then Ministry of the Army, accepting a proposal from the Army General Staff signed by Brigadier General Benedito Onofre Bezerra Leonel, and that of the Ministry of Aeronautics, signed by Air Force Brigadier Major Mário Fernando Cecchi, also accepting a proposal from the Air Force General Staff. The Minister of Foreign Affairs presented an opinion signed by then-Minister of State Roberto de Abreu Sodré, jointly prepared by three departments of the Ministry of Foreign Affairs.
The recognition of merit will be in keeping with the singular and remarkable dedication, noting that, for legislative action, an elected office is not required, but only a vocation and commitment to the exercise of citizenship, for which not a single penny from the public treasury is required as is the case in some developed countries on the European continent.
Despite the setbacks along the way to the so-called “age of reason,” Saraiva distinguished himself as a humanist throughout his career. He never allowed himself to be pigeonholed by religions, doctrines, philosophies, or ideologies.

THE VIOLATED BIOLOGICAL SANCTUARY KNOWN AS THE AMAZON
Determined by environmental preservation, he introduced the following bills: Transform the Amazon into a Natural Center for Food Production and Industrialization, to combat hunger in Brazil and the world.
“Saraiva transcended the borders of the Amazon and Brazil to establish itself as a citizen of the world,” said renowned journalist Montezuma Cruz (former editor and correspondent for the newspapers Folha de São Paulo, Jornal do Brasil, O Globo, O Estado de São Paulo, and Correio Brasiliense).
On January 3, 2023, Saraiva sent a message to the President of Brazil, Luiz Inácio Lula da Silva, the Minister of the Environment, Marina Silva, and the Minister of Agriculture, Senator Carlos Favaro, proposing the formation of a Scientific-Governmental Commission, including representatives of interested social groups, to conduct strategic studies aimed at developing a self-sustainable economy in the Brazilian Amazon. Such development would be based on the true economic vocation of the Amazon, which lies in the sustainable production of plant-based raw materials, the establishment of alliances with local communities, and the promotion of traceability and transparency in the production chain.
This vocation presupposes not only the sustainable production of food and raw materials for cosmetics, but also the revitalization of rubber plantations and the settlement of MST workers to restore degraded areas through the implementation of agroforestry systems.
Finally, a key element for the responsible development of the Amazon region will be the training of public and private providers involved in environmentally related activities.
By implementing this sustainable development model, President Lula’s government will ensure job creation in the Amazon region, the strengthening of the Brazilian economy, and the protection of forests (essential for capturing carbon from the atmosphere and maintaining rainfall patterns in other regions of Brazil).
The suggested strategic studies are necessary to implement the five aspects of this proposal:
1) Expansion of sustainable production of native Amazonian foods.
2) Expansion of sustainable extraction of Amazonian raw materials and the formation of a raw material industrialization hub shared by the Amazonian states.
3) Revitalization of rubber plantations.
4) Use of lakes for large-scale fish farming.
5) Restoration of degraded areas through the settlement of landless workers and the implementation of agroforestry systems, aiming to restore vast areas taken over by agricultural activity, contrary to the region’s true economic vocation.
Six months after presenting the Proposal for the “Preservation and Sustainable Development of the Amazon” to the Brazilian Government, Samuel Sales Saraiva received Official Letter No. 283/2023/SDI/MAPA from the Ministry of Agriculture, Livestock, and Food Supply (MAPA), dated July 28, 2023, in Washington, D.C., USA, announcing the publication of the Sustainable Amazon Plan.

Dear Mr. Samuel Sales Saraiva, The Amazon is one of the greatest natural resources in Brazil and the world, harboring rich biodiversity and providing essential ecosystem services for climate, water, and human health. However, given its socio-environmental complexity, the Amazon faces challenges in accelerating its economic development and environmental preservation. In this context, we are pleased to learn of your interest in collaborating with public efforts by presenting suggestions for a self-sustainable economy in the region.
In line with the five aspects of the proposal presented by Your Excellency, listed below, the Ministry of Agriculture and Livestock (MAPA) launched, on April 5, 2023, through MAPA Ordinance No. 575, the Amazon Agricultural Development Plan – Sustainable Amazon Plan. 1 – Expansion of sustainable food production 2 – Sustainable expansion of extractivism 3 – Revitalization of rubber plantations 4 – Promotion of fish farming 5 – Recovery of degraded areas and adoption of agroforestry systems.
The aforementioned Development Plan aims to promote the implementation of a sustainable agricultural model, enabling the financial autonomy of rural producers and environmental conservation in the nine states of the Legal Amazon (Acre, Amapá, Amazonas, Maranhão, Mato Grosso, Pará, Rondônia, Roraima, and Tocantins). These actions include the structured integration of public policies focused on territorial planning (territorial regulation and environmental regularization), productive structuring (bioeconomy, health, decarbonization chains, targeted technical assistance, agroindustrialization), market access (exports, distinctive seals, and organic certification), food procurement, innovation (sustainable solutions, technology dissemination, greenhouse gas mitigation), and the valorization of traditional knowledge.
The management model of the Amazon Agricultural Development Plan – Sustainable Amazon Plan is regulated by MAPA Ordinance No. 576, of April 5, 2023. Management will be carried out by three bodies, as described below:
I – The Sustainable Amazon Plan Management Unit, responsible for managing the Plan, will coordinate specific bodies and entities linked to the Ministry of Agriculture and Livestock in the search for partnerships to ensure, at the federal and state levels, synergies between programs and projects aligned with its objectives;
II – The Central Coordination Committee of the Sustainable Amazon Plan, a deliberative body whose objective is to ensure integration between the specific agencies of the Ministry of Agriculture and Livestock and partner units and entities, in addition to proposing strategies and evaluating the guidelines and goals of the Sustainable Amazon Plan; and the State Coordination Committees of the Sustainable Amazon Plan, deliberative bodies at the state level, which may be grouped with other programmatic bodies of the Ministry of Agriculture and Livestock, whose objective is to plan, execute, and monitor the Sustainable Amazon Plan in the states, according to the strategic actions defined by the Central Committee. Finally, we thank everyone for their collaboration. The combined efforts to promote the socioeconomic and environmental development of this region, which boasts a natural heritage of inestimable value, are crucial. Other Proposals and Bills
Understanding the importance of exercising citizenship in the global social and political context, with the aim of contributing to collective well-being and participatory democracy, Samuel Saraiva dedicated much of his life to supporting public policies and projects encompassing environmental protection, sustainable development, security, health, education, human rights, and the fight against hunger. He challenged bureaucracy and the lack of awareness among those responsible for solving problems that affect the majority of the world’s population. Some of his proposals transcend borders, are free from partisan political and ideological influences, and are entirely viable.
He did this with merit, without expecting any reward, whether financial, material, or personal, sometimes sacrificing his household budget, leaving a legacy of solidarity, civic commitment, and tireless defense of equality, both in his native Brazil and in the United States, his adopted country.
Samuel Saraiva highlights the lack of interest of political elites in debating the benefits of planned proposals, even when they are based on technical points of view and a realistic vision of reality. Among other factors, there is a lack of commitment and political voluntary, a lack of social sensitivity and a long-term vision to solve structural problems, as well as increasing corruption and the inefficiency of technology. Accordingly, this regrettable inheritance will hinder the future of future generations.
Among the proposals presented, the following stand out:
I- Forest fires in Brazilian biomes
Saraiva suggested that the Ministry of the Environment and members of the National Congress consider passing legislation that would make a 100-hour environmental education course mandatory and condemn lands after recurring fires.
According to him, the measure would curb “the stupid and criminal audacity of opportunists who, for convenience, fail to adopt correct land management practices.”
He advocated for inclusive, non-repressive public policies focused on education, training, and credit lines so that loggers and miners, alike, understand that there are rational and profitable ways to develop agroforestry activities without harming the environment and compromising the quality of life of the entire population. II- Intelligence and Security
In another bill, Saraiva proposed regulating the area of independent oversight of judges’ performance.
With remarkable acumen, Saraiva walked the fine line between the spirit of the law and the current legal system, suggesting to the chairman of the Senate’s Constitution and Justice Committee, Senator Bernardo Cabral (PP-AM), the preparation of a technical-legislative opinion aiming to form a National Commission for the Discipline and Removal of Judges, as well as a Code of Conduct for the Judiciary, to establish external oversight of the Brazilian Judiciary. This opinion was the subject of legislative study by the Federal Senate [No. 196, 1997].
III- Assistance for Drug Addicts
A year later, Saraiva tasked Representative Jabes Rabelo (PTB-RO) with drafting Bill 1163/1991, which provides for the registration and assistance of drug addicts.
One of the signatories was Amazonas politician Eduardo Braga, former leader of Dilma Rousseff’s administration and Minister of Mines and Energy.
In the Constitution, Justice, and Drafting Committee, the matter was denounced by renowned jurist Representative Hélio Bicudo (PT-SP).
IV- Humanization of Public Security
He drafted a legislative proposal that mandates the use of anesthetics in projectiles used by public safety agencies and private security services. The proposal was subsequently submitted to the U.S. Senate Judiciary Committee for review at the request of Senators Paul Sarbanes and Barbara Mikulski during the 105th Legislature [Washington, D.C.], according to the Wheaton Gazette of March 10, 1999.
V- Strategy for the Legalization of Brazilians in the United States
In 2003, President George W. Bush sent a message to Samuel Saraiva thanking him for his studies aimed at strengthening bilateral relations. Saraiva proposed Brazilian legislation that would allow the immigration of American citizens to Brazil if the United States were attacked with weapons of mass destruction or suffered a major natural disaster.
Among the developments that could result from a friendly and unilateral political gesture on Brazil’s part, Saraiva envisioned American reciprocity, which could facilitate the legalization of more than one million undocumented Brazilians in the United States.
This proposal gained visibility with a speech by Senator Valdir Raupp, who, in the plenary session, requested measures from then-President Lula and the Itamaraty (State Chamber of the Argentine Republic) to implement the proposal (SF-03/09/2003).
VI- Volunteer Service to the Community
Saraiva also demonstrated concern for the success of young people and the opportunities they deserve. Thus, on December 20, 2004, another bill was introduced that would include Volunteer Service to the Student Community in the academic curriculum as a prerequisite for obtaining first and second degree diplomas in both public and private education systems.
VII- Philanthropy
Saraiva drafted a bill establishing the Registry of Needy Minors in Brazil and of Brazilians living abroad, with the goal of providing philanthropic material assistance.
The bill was mentioned in a speech by Senator Mário Calixto Filho (PMDB-RO), then Deputy Majority Leader in the Senate, published by the Senate Agency on September 17, 2004.
VIII- Political Representation of Brazilians Abroad
In 2009, Representative Manoel Júnior (PMDB-PB) and 183 other parliamentarians analyzed Constitutional Amendment Proposal No. 436, of November 18, which added paragraph 3 to Article 45 of the Federal Constitution, guaranteeing Brazilians residing abroad the right to elect their representatives in the Chamber of Deputies.
Once approved for admissibility by the CCJ, the proposal awaits the formation of a Special Committee for its review.
IX- Assistance to Brazilians Abroad
Federal Deputy Manoel Júnior (PMDB-PB) also accepted and introduced Complementary Bill No. 559, of February 24, 2010, which establishes a social contribution on remittances from individuals residing abroad to individuals or legal entities established in Brazil. The measure aimed to provide resources to assist Brazilians in emergency situations abroad.
X- Urgency in Revision of International Treaties
On April 17, 2013, Saraiva requested that the National Congress and the Ministry of Foreign Affairs act responsibly and urgently in revising the existing international non-construction treaties between Brazil and neighboring countries. “Out of date, they contradict reality, hindering and impeding regional integration,” noted the website www.gentedeopiniao.com.br
XI- Environmental Awareness Course
In 2011, Saraiva recommended a legislative study to President Dilma Rousseff, advocating for the inclusion of a specific course in the first and second grade elementary school curriculum, with the aim of awakening students’ interest in environmental preservation.
XII- Inclusion of a Course on Ethics and Conflict Resolution
At the same time, he advocated for students’ commitment to the moral principles essential to human coexistence, advocating for the training of young people to identify and resolve conflicts without the use of violence.
His goal was to promote an education focused on ethics, citizenship, and peace.

In a bill, Saraiva proposed addressing the causes of child abuse, corruption, and environmental degradation, including specific subjects in the elementary school curriculum, in order to better prepare citizens for future generations. XIII- Oversight of Brazilian Consular Services by Members of the National Council
To streamline the Ministry of Foreign Affairs’ operations abroad, Saraiva drafted a legislative study proposal presented to Senator Álvaro Dias (PSDB-PR) to mandate the free distribution of satisfaction surveys at diplomatic and consular offices, giving Brazilians residing abroad the option to register their opinions on the service they received.
This file would also allow for the inclusion of complaints and comments, with an emphasis on the quality of service, while preserving the confidentiality of the information. The document should include the physical addresses and email addresses of the Ombudsman’s Office of the Chamber of Deputies, the Federal Senate, and the Ombudsman’s Office of the Federal Public Prosecutor’s Office.

XIV- Single Identification Registry in the Unified Health System
Saraiva introduced a bill that provides for the creation of a National Single Registry in the Unified Health System, with the goal of allowing doctors in the public and private systems, for regular or emergency care, immediate online access to the medical records of all Brazilians or foreign residents in Brazil, identified by their CPF number.
The bill was registered with the Unified Health System Complaints Registry (Ministry of Health) under number 123652 on June 20, 2012.
The proposal was supported by Dr. Denise Sistorelli, a professor at the Federal University of Goiás, among other health professionals.
XV- Strict Oversight of Public Officials’ Assets
Long before the wave of corruption scandals involving public funds that erupted in Brazil in July 2014, Saraiva proposed the creation of a Joint Commission composed of members of the Superior Electoral Court, the Federal Court of Auditors, the Comptroller General’s Office, and the National Council of Justice. This committee would conduct technical and legal studies aimed at adopting permanent legal mechanisms for controlling the assets and finances of officeholders or candidates for elected office.
XVI- Discussion on Principles for Freedom of Expression
Following the religious terrorist attack that killed Charlie Hebdo journalists in Paris, Saraiva suggested to French-Brazilian representative Eduardo Cypel of the French National Assembly that he promote a broad debate on that country’s legal standards that curb and punish excesses in freedom of expression, ensuring the preservation of dignity, respect, and the inviolability of faith, inalienable foundations of human dignity and peace.

XVII- Interconnection of the National Water System with the Amazon Basin
Saraiva sent a message to the President of the Republic, State Governors, and Directors of the National Water Agency (ANA) in January 2015, highlighting the need for studies aimed at integrating the National Water Supply System with the Amazon. Such a system would allow the capture and storage of excess water during the rainy season in the Amazon Basin, with the aim of alleviating the recurring problems of seasonal water shortages in the country.
XVIII- The Polygraph as a Law in Defense of Citizen Dignity in Brazil
Samuel Saraiva drafted a bill guaranteeing the use of the polygraph as valid evidence in criminal proceedings, when requested by the accused.

XIX- Distribution of Royalties to the People
In October 2014, Saraiva presented to Aécio Neves, presidential candidate, the suggestion that part of the royalties corresponding to mineral resources extracted in the country be distributed among the population, as a legitimate right that transcends political, religious, or philosophical sectarianism.
XX- Right to Choose Between Conventional Burial or Cremation
On January 25, 2016, Samuel Saraiva introduced a motion to Representative Anne R. Kaiser of the Maryland State Assembly to include an optional symbol on driver’s licenses, indicating the holder’s desire to be cremated in the event of a fatal accident or death from other causes. Samuel predicted that this democratic measure would ensure that citizens’ preferences would be respected.
XXI- In Defense of the Global Environment
An environmentalist by conviction and with an unbridled desire to preserve the environment, Saraiva drafted and presented to the Secretary-General of the United Nations (UN), Mr. Ban Ki-moon, as well as to the Ambassadors of the member countries of the Security Council, a document declaring all sources of freshwater on the planet, including forest reserves, as World Heritage Sites.
The document classified as a universal crime any action that causes aggression or damage to these reserves essential to life on Earth and advocated for the training of United Nations Peacekeeping Forces to intervene, when requested by member countries, to combat environmental destruction.
Samuel Saraiva justified these measures as a response to immediate needs, stating that “we are guests, not owners” of the environment, and that natural heritage also constituted an inalienable right of future generations.
Several media outlets reported on the document. Forbes magazine published an article on December 20, 2006, and ABC (Eyewitness) did the same on December 24, 2006; Telemundo Hispanica TV highlighted the issue nationally on December 23 of the same year.
XXII- Adventure, Idealism, and the Environment
Conciliating idealism and action, in March 2023, he developed a project that aimed to support academic environmental studies by collecting material to record and measure pollution levels on the Atlantic coast of the American continent. In May of the same year, Samuel Saraiva received his Amateur Master and Motorized Navigator license from the Brazilian Maritime Authority for coastal ocean navigation. He received the distinction of Sentinel of the Tapajós, awarded by Commander and Captain Froes of the Santarém Harbor Master’s Office, established in 1918 by the Brazilian Navy.
Qualified as an Amateur Master, the navigator is authorized to navigate vessels between domestic and foreign ports within the limits of coastal navigation (within the limits of coastal visibility, and cannot navigate more than 20 nautical miles).
Saraiva completed the Amateur Master Training Course at the Ramos Nautical School in Santarém, Amazonas, which covered the following topics: “coastal and approach navigation,” “nautical chart reading,” “magnetic declination and compass deviation,” “concurrent navigation,” and “nautical markings and instruments.”
XXIII- Online Course on Environmental Preservation
Convinced of the urgent need for greater awareness about the responsible management of projects involving the environment, Samuel Saraiva presented a proposal to Senator Álvaro Dias in September 2020, seeking a “mandatory online course on environmental preservation as a prerequisite for accessing financing and loans from public and private institutions.”
The initiative, welcomed by the parliamentarian, resulted in a detailed study by the Legislative Advisory Committee of the Federal Senate, which, in its conclusions, indicated two alternatives to make the proposal viable:
Amend Law No. 6,938 of 1981, which “establishes the National Environmental Policy, its purposes and mechanisms for its formulation and implementation, and establishes other provisions,” by creating, in Article 12, the obligation for public credit institutions to require borrowers to continuously inform them of “the importance of environmental preservation.”
Request the Ministry of the Environment, in conjunction with financial institutions, to study the feasibility of the proposal based on existing self-regulatory instruments in the sector, including it in a future review of the Green Protocol or in another measure created to promote socio-environmental commitment in the financial sector.

XXIV- Awareness of the Importance of Combating Hunger
In May 2008, Saraiva expressed concern about the alarming food shortages, which were causing the deaths of millions of people worldwide, while tons of food were being lost due to spoilage, expiration, and degradation resulting from inadequate storage.
Therefore, he suggested to the Executive Director of the United Nations World Food Programme (WFP) that effective measures be taken to encourage both the government and the private sector to build large-scale food dehydration plants for emergency assistance in acute economic crises or crises caused by armed conflict or natural disasters (tsunamis, floods, droughts, hurricanes, and earthquakes).
This proposal was also shared with the US government, along with a request to evaluate the possibility of using freeze-drying technology to expand strategic food reserves.

XXV- Preventative Strategies Against Terrorist Actions.
On November 17, 2015, Samuel Saraiva sent a message to President Barack Obama, the Central Intelligence Agency (CIA), and other security agencies suggesting studies aimed at creating a Global Reward Fund, to be administered by the UN, designed to reward those who collaborate by providing information that preventatively combats conspiracies and prevents terrorist acts.
The offer of cash prizes, or benefits in education, security, and immigration legalization, combined with the guarantee of confidentiality of the information, could motivate, in particular, young people and Muslim citizens who identify with Western culture and its values, to report conspiracies or terrorist acts perpetrated in the name of Islam.
Saraiva argued that the Fund’s resources, which would be used to reward those considered heroes and defenders of peace and democratic values, would be equivalent to the cost of half a dozen missiles and would be mere crumbs in the multi-billion dollar budget allocated to military and intelligence operations. In 2001 alone, the United States spent approximately $1.3 trillion on the war on terror. The power of a missile will never match the benefits of good intelligence, capable of preventing a catastrophe in the form of a terrorist attack.
XXVII- Strengthening Bilateral Relations between the United States and Brazil
Samuel Saraiva proposed a Bilateral Debate between Brazil and the United States, based on a popular consultation or plebiscite, which would serve as a framework for Brazilians and Americans to decide on a partnership between nation-states based on mutual trust, cooperation, and respect, supported by historical references and practices that govern friendly relations between the two countries at the military, political, diplomatic, social, and cultural levels.

XXVIII- Business Activities
Even after entering the private sector, Saraiva did not neglect his humanitarian calling. In 2009, he founded Semperfi Management Contractor in Delaware, and in 2015, he obtained Minority Business Enterprises (BEM) certification from the Capital Region Minority Supplier Development Council (NMSDC) and the Maryland Department of Transportation. In 2018, he championed a project to build bunker-style shelters near private homes in the Washington, D.C., metropolitan area to serve as refuge in the event of natural disasters such as hurricanes, earthquakes, nuclear attacks, or chemical weapons.
XXIX- Help Device
On April 4, 2016, Samuel Saraiva suggested, in an open letter to Apple executives Steven Jobs and Tim Cook, the creation of a free global app called “HELP,” available in all languages. This public service would consist of creating a database that would provide interconnection between people who needed some kind of help and those who wanted to practice fraternity, learning about stories to which they would be sensitive.
XXX- Merit Academic Credit for US Veterans
On November 24, 2022, Saraiva submitted a proposal to the US government to encourage the recognition of skills and experience acquired during military service by granting academic credits to all service members who have completed their contracts with the Armed Forces (NAVY, ARMY, AIR FORCE, NATIONAL GUARD, and COAST GUARD) and wish to begin a higher education program, master’s degree, or doctorate.
This initiative would recognize knowledge acquired during military service as merit academic credits, which would be included in the GPA calculation. It would also aim to reduce the academic gap between young people who dedicated themselves to military service and those who had the opportunity to focus exclusively on their studies.
XXXI- Global Standardization of Medical Curricula
In a letter sent on April 4, 2023, Dr. Kerstin Verna Petric, Director of the Executive Board of the World Health Organization (WHO), Saraiva, suggested developing studies aimed at the Global Standardization of Medical Curricula, ensuring the recognition of valid professional training for equal medical performance and greater effectiveness of professional care.
He argued that it is imperative to expand cooperation with poorer countries in the health sector, through treaties that develop mechanisms to prevent medicines from being ruthlessly trampled by the financial interests of large pharmaceutical and medical supply industries.
He emphasized that “the world needs visionary leaders and citizens, willing to overcome differences and promote convergence toward the implementation of viable proposals that meet true human needs,” and that the process of globalization advances slowly due to the difficulties imposed by sectarianism, especially of a political-ideological nature, but is necessary and inevitable. “Whether we like it or not, technological evolution does not stop, and the demand for equal care is legitimate, fair, and urgent.”
Although the first studies related to diseases and their symptoms are attributed to Hippocrates, medicine has existed since the beginning of time, when it was intertwined with beliefs and magic.
Since then, medicine has developed alongside the evolution of humanity, bringing with it the important contributions of various ancient peoples, such as the Egyptians, Hindus, Hebrews, and others. Beginning in the 20th century, with the advent of technology, this progress accelerated dramatically: equipment, techniques, and machines emerged and are constantly evolving in medicine, enabling rapid diagnoses and their corresponding treatments.
Technological advancement has changed not only medicine but also the world and individual behavior. Unfortunately, this change has not yet reached a significant portion of the world’s population, cities with an inconceivable HDI.
Curriculum standardization in medicine is a bold and inspiring proposal that would significantly contribute to improving the quality of life for humanity, especially for the underprivileged. However, considering the events unfolding at every moment, as we are subjugated by unscrupulous world leaders, politicians, and pharmaceutical companies, we can only imagine how far this idea is from our reality.
As technology advances at stratospheric speeds, those who can facilitate and contribute to individual well-being only see their own profits.
For such a step to become a reality, a great effort will be required, but everything has a beginning, and it already exists…

XXXII- The United Nations has developed an application to record emotional behavior, psychological abuse, and other forms of violence
On Monday (15), the Director of the United Nations Commission for Women, Sima Sami Bahous, proposed a popular and easily accessible app to record emotional behavior history in cases of physical or psychological violence.

XXXIII- Olympic Games Presents Proposal for a “Donation Contest” to the International Olympic Committee (IOC) to Help Victims and Abandoned Animals Worldwide
Based on the incorporation of a new humanitarian concept, Brazilian-American citizen Samuel Sales Saraiva suggested today (20) the inclusion of solidarity in the Olympic principles to mobilize the world’s billionaires.
The proposal was sent by message from Washington, D.C., to the President of the International Olympic Committee (IOC), Thomas Bach, in Lausanne, Switzerland.
Saraiva asked the Committee to consider including a new concept in the Closing Ceremony of the Games: an invitation to “solidarity athletes,” based on the list of billionaires published by Forbes magazine.
“They would participate in a donation contest, in line with the Organization’s objectives and philosophical foundations.”
The awards ceremony could take place at the end of the next Games in Los Angeles, the richest country on the planet, where athletes and sportspeople would celebrate the greatness of the Games together.
Saraiva believes the ceremony would bring together the world’s richest and most generous men. They would be pre-qualified as billionaires. They would present projects benefiting vulnerable populations, with significant donations that would be managed and distributed according to criteria and priorities established by the Organizing Committee in conjunction with UN multilateral humanitarian agencies.
The money would be invested in the construction of industrial plants to process freeze-dried food, avoiding the unacceptable waste currently found, to serve populations devastated by wars and natural and economic disasters, among other urgent humanitarian needs, including aid to NGOs dedicated to helping abused or abandoned animals on the streets.

XXXIV- Creation of the Permanent Political Advisory Council of the Brazilian Senate
On January 6, 2023, Saraiva sent a proposal to the President of the Federal Senate (Senator Rodrigo Pacheco), suggesting the preparation of a technical-legislative study aimed at creating a permanent Political Council to assist Brazil, especially in times of crisis and institutional political turmoil.
The Council would be composed of former senators who had served more than three terms and distinguished themselves for their leadership, with remarkable knowledge of Brazilian reality and exemplary public service.
They would be elected by the President of the Senate and the College of Leaders, and confirmed by the full Senate. The members of the proposed Council would be titled Senators Emeritus, and the body would have an advisory role, reporting directly to the President of the Senate.
Samuel Saraiva argued that, once created, the Council would allow the President of the Senate to relieve himself of important decisions, which, as in the Executive Branch, also applies to the Legislative Branch. He believes that Brazil cannot afford to ignore the intellectual contributions of men with a profound understanding of Brazilian reality, developed through a learning process that lasted decades and at considerable cost to the Legislative Branch throughout their terms.
XXXV- Participation in the Make America Great Again (MAGA) Movement
In 2016, identifying with Republican ideals, Samuel Saraiva voluntarily joined, along with other members of the Republican Party in the state of Maryland, Donald Trump’s victorious campaign for his first term.
Acting as an influencer in the Latin American community in the United States (where there are approximately two million Brazilians), he advocated voting for Trump in a lengthy article published by Folha de São Paulo, an influential political newspaper in Brazil.
Saraiva maintained his position in the following elections, in 2020 and 2024. He authored proposals submitted for consideration by the Republican National Committee and members of the U.S. Congress, aiming to improve immigration legislation. Among these proposals, he highlighted one that advocated that children of undocumented immigrants born in the United States would be entitled to their parents’ nationality and obtain passports from their respective countries of origin. This was intended to discourage childbearing, encouraged by the possibility of obtaining legal residency when the children reached the age of majority.
He considers equally illegal and dishonest the growing “birth tourism” practiced by foreigners arriving on tourist visas or illegally crossing the border into Mexico, often making the lives of children vulnerable in the arid desert, criminally using them as shields, in violation of federal immigration laws.
As Saraiva warns, “illegal immigration to the United States will no longer be attractive when the children of illegal immigrants no longer have the right to citizenship and citizenship obtained through ‘birth tourism’ is revoked.”

XXXVI- Presents proposal to the Republican National Committee to discourage privileges that encourage illegal immigration
In a message to President Donald Trump, Saraiva warned that the legal loopholes that have contributed to encouraging illegal immigration must be addressed structurally, by changing current laws to ensure that children of undocumented immigrants have the same nationality as their parents, with passports issued by the consulates of their countries of origin, as well as by revoking U.S. citizenship for all children of foreigners who, after birth, left U.S. territory.
Current legislation is costing taxpayers immensely in public services, especially education, healthcare, and public safety, while our veterans and retirees face considerable hardship.
Illegal immigration to the United States will no longer be attractive when the children of illegal immigrants are no longer eligible for citizenship and citizenship obtained through “baby tourism” is revoked.
For the second time since Donald Trump’s first term, Samuel Sales Saraiva presented alternatives to the Trump/Vance Republican Committee that would eliminate the advantages that encouraged and facilitated mass immigration.
In a message to the Committee, he stated that he was “aware that illegal immigration and birthright citizenship constitute a national and international security issue of the highest priority, requiring urgent attention from the U.S. Congress.”

XXXVIII- Adoption of Polygraphs for US Visa Applications
“Prevention is better than cure,” was how President Donald Trump expressed his message regarding the use of polygraphs as a requirement for all types of visas and asylum in the United States.
In January 2025, he proposed making polygraph testing mandatory for all visa and asylum applicants in the United States to ensure security against infiltration by foreign agents.
The suggestion was made this week by Brazilian-American Samuel Sales Saraiva. “This would ensure justice and prevent infiltration by foreign agents, inducing judges and immigration officials to make erroneous decisions based on fraud or frivolous motives,” he said in a letter sent to re-elected President Donald Trump.
According to Saraiva, a similar procedure could be extended to applications made through American embassies to identify hidden agendas or intentions to overstay their visas. The use of polygraphs in these cases would be covered by fees paid by those interested. According to Samuel, the bill would create positions for public servants.
XXXVIII- Suggests a 30% tariff on international remittances sent from the United States
On March 6, 2025, he supported, along with the US government, “a 30% tax on international remittances over $200, which could benefit immigration policy.”
He suggested technical studies for the implementation of a federal executive order establishing a permanent 30% tax on all individual remittances over $200 per month sent from the United States abroad.
“It may generate controversy, but reality demands special attention. Recognition for voluntary civic actions is a traditional practice in the United States. It is an important tool for the participatory recognition of citizenship.
In a world troubled by conflicts, wars, and significant changes, Saraiva distinguished himself as an actor throughout his life. “I am not driven by egocentrism, money, or personal favors, but I confess that receiving an award from the National Committee for the Presidency of the United States makes me feel as if I have not wasted my time, despite having been honored with this title of merely symbolic value,” he emphasized.
PHILOSOPHICAL VIEWS
A staunch atheist and defender of the categorical denial of the existence of supernatural entities, and author of several published articles on the subject, Samuel Saraiva defends free thought and scientific skepticism, according to which reason and evidence replace beliefs in deities or direct or indirect religious sentiments based on faith or revelation, considered inconsistent from any rational or argumentative perspective. Samuel Saraiva rightly expressed his views on the existence of a higher being in his own words:
“Feeling insignificant in the Universe, lacking omniscience, omnipresence, omnipotence, justice, and intelligence to coexist in peace and fulfillment, man created a figure that combined all these situations, seeking, in vain, to transform him into truth itself.”
It was an insane idea to satisfy spiritual and mental needs with something reasonable. An imaginary figure that emerged from nowhere, distant from factual reality, existing only in the small and confusing space of minds shaped by different cultures, replacing one another over time.
If such a ghostly and terrifying figure existed, as the theory of creationism argues, he would have assured his status as a defendant in a hypothetical “final judgment.” Even knowing in advance, through presumed omniscience, the dire consequences that would arise from his work, he completed it with the aggravating circumstance of having given life to the devil himself, promoting death, suffering, selfishness, and the perverse madness of humanity, only to then abandon it to its fate. his fate, in a macabre, cruel and unjustifiable indifference.

Freedom without respect for the rights of others is an unacceptable outrage in the civilized world.
Parents’ rights must respect where children’s rights begin. Children need to be informed so they can develop their own reasoning, correct and untainted by sectarianism of any kind. These “principles” should not be considered immutable truths. We must educate children without forcing, respecting their spontaneity and free will, according to which they also have the right to their own interpretation, so as not to characterize the well-known brainwashing, extremely harmful and counterproductive at any stage of life. The deification of figures should not be accepted under any circumstances.
The civilized world no longer tolerates imposed retrograde practices or any type of coercion that alters or threatens the physical and mental well-being of any human being, especially children, the most vulnerable segment of the population.
Children deserve to be respected and protected from this psychological terrorism. Educating and teaching means offering tools that enable and encourage the exercise of reason, not the pure and simple assimilation of other people’s ideas. Archaic, delusional, and reasonably unsustainable lies are used by adults who, believing they are educating, end up imposing false traditions that they were previously forced to accept as fact.
These lies have been used throughout civilization to brainwash innocent people, who end up trapped in the micro-formatting of reality, stunting their capacity for mental exercise and hindering the expansion of knowledge and the exercise of critical thinking due to mental blockage in adulthood. This loss is even reflected in the professional sphere, in all areas of knowledge, through privileged and educated individuals who are unable to free themselves from the shadows of chronic backwardness. In the 21st century, they attempt to reconcile realism and surrealism, projecting hypothetical “knowledge” about life beyond the material plane.
This cowardly, irresponsible, immoral, and criminal practice, when confused with education, limits and hinders personal evolution, condemning the ignorant to confinement in obscure mental labyrinths, frightened by the belief that they will suffer “divine punishment” if they seek knowledge to clearly understand universal history and freely use logical reasoning. This imperceptible mental block, disguised as solid principles, has dire consequences for the domination to which the ignorant and gullible masses are subjected, and for which they will hardly find a cure that frees them from the rancid legacies of patriarchal ignorance they attempt to perpetuate, facilitated by the inaction of corrupt and complicit states. There is no legislation to protect citizens from this practice, which threatens the very evolution of humanity. Instead, it sustains the powerful industry of domination that serves the interests of elites who profit from the unjust and immoral subjugation of the masses.
Greater awareness and an urgent commitment to scientific and academic action in the field of psychoanalysis are needed, encouraging the development of master’s and doctoral theses that can guide policymakers in correcting such distortions. This topic is of undeniable importance for the decompression and long-term correction of this harmful and oppressive social culture, which may continue to severely impact the identity construction of many children in the future.
Saraiva’s biography encapsulates the essence of detachment and solidarity, which frees him from being a mere passive element in history, allowing him to be included in the select group of those who were able to understand the meaning of physical existence and the importance of the spiritual state of complete freedom, necessary for the ascension of life in the eternal cycle in which we are replaced by one another, homogenized in the indissoluble energy that forms the Universe.
